Even in 70E-2012, the tables arise out of 130.5(B)(2). This is for arc flash, NOT shock. The rubber glove column in the table should have never been there in the first place. The only purpose it serves is as a precondition to the level of PPE (H/RC) required in the tables. It truly had nothing to do with arc flash.
Rubber gloves are for shock protection. They are required when crossing the restricted approach boundary. This is addressed in 130.4, not 130.5
One exception to all of this:
If BOTH shock (130.4) and arc flash (130.5) hazards are present, rubber gloves with leather protectors are acceptable PPE for both as they achieve in excess of 40 cal/cm^2 of protection.
