In the NFPA 70E 2012 it was very clearly stated about when to wear 00 Gloves and 0 Gloves but in the new edition 2015 the Table was changed and shows only the Arc Flash PPE. Where do I refer to for the 00 and 0 Gloves in the 70E 2015 edition?

The rubber gloves are for shock protection and is addressed in Article 130.4 and 130.7

ok I found Section 130.7(C)(7) but it still doesn't give details to when and where like it did in the 2012 edition

also has the 2015 edition been adopted or do we still use the 2012 edition?

Even in 70E-2012, the tables arise out of 130.5(B)(2). This is for arc flash, NOT shock. The rubber glove column in the table should have never been there in the first place. The only purpose it serves is as a precondition to the level of PPE (H/RC) required in the tables. It truly had nothing to do with arc flash.

Rubber gloves are for shock protection. They are required when crossing the restricted approach boundary. This is addressed in 130.4, not 130.5

One exception to all of this:

If BOTH shock (130.4) and arc flash (130.5) hazards are present, rubber gloves with leather protectors are acceptable PPE for both as they achieve in excess of 40 cal/cm^2 of protection.

I know that rubber gloves are for shock protection only my concern is the confusion it makes for my journeyman who work on energized systems what is the proper PPE for both shock and arc when no labels are present on the systems they are working on.

I don't believe 70E differentiates between class of gloves. Any rubber gloves with leather protectors are considered to be adequate for arc flash protection. I've seen a practice where people will use properly rated rubber gloves at higher voltages even when no shock hazard exists, but this is not mandated by 70E.

70E is focused the least on protecting hands and feet, and the most on protecting the chest and head. In other words, losing a hand isn't as serious as losing your life.

If both shock and arc flash protection are required, the minimum rubber glove (00) plus leather protectors is good for over 40 cal. There is some variability in colored gloves but all pass.
