Are meters considered PPE?

No. OSHA 1910.132 doesn't define PPE explicitly but implies what PPE is, namely, equipment protective one's body, personally. A meter, in this context, does not protect one's body, but semantics being what they are, some might disagree

Meters should be part of your Electrical Specific PPE Program. Meters are not any different than insulated tools in my opinion. I would agree that meters are part of your PPE. I don't think you have to actually wear something for it to be considered personal protective equipment. Now getting your employer to pay for your meter per [url="http://www.osha.gov/pls/oshaweb/owadisp.show_document?p_table=STANDARDS&p_id=9777"]OSHA 1910.132(h)[/url]… that’s usually another story; then it becomes a tool. However, the NFPA-70E Handbook says in the notes following 110.9, "Test instruments are safety equipment and should be considered in the same category of protection as voltage-rated gloves or arc-rated face shields."
