question on layering, if i have cat 2 fr uniform on 11cal shirt 12 cal pants and approiate hood, can i put 20 cal bibs and jacket on, and operate/rack out cat 3 breaker

The end result of layering must come from the manufacturer, it is not a field defined effect. Look at NFPA 70E Annex M.
