One problem I have with this code is that it does not delineate between facility owner, employer or employee responsabilties.
It seems the facility owner would be responsible for installing labels, yet how many schools or Safeway stores are even aware of this?
It would also seem that some of the responsability lies with the journeyman, in many cases the only technical person on the job, yet some wording imply's the employer's responsability.

NFPA 70E / OSHA Who's responsible?
I believe the responsibility lies with the employer. NFPA 70E was created at the request of OSHA and although they do not directly enforce it, they are looking to see if companies are using 70E. OSHA is for employee - employer relationships. Within 70E is some text regarding multi employer relationships as well i.e. a contractor working on a job site at Safeway, etc.
