The 2018 is the current edition. Technical Committee meetings in St. Louis this coming week re discussions of the next edition which will be 2021. 70E is on a 3 year cycle

When an edition gets finalized and released, it usually happens in the fall of the previous year so for the 2018 edition it gets released in the fall of 2017. Then public inputs start in the Spring of the following year (2018) and the whole review/revision process starts from there eventually resulting in the latest (will be 2021) edition.
This is as opposed to the IEEE process where the only standard with a "hard" revision cycle that I'm aware of is IEEE C2 aka NESC which has a 5 year cycle. All others follow a lengthy process with no set deadline for a revision. For example the last major revision of IEEE 1584 was in 2002. There were a couple minor editorial-type changes that didn't even merit a full revision subsequently but as far as a revision on the scale of NFPA 70E, they are getting closer. Some draft versions have been released over the past couple months.
