Well, it's the 2018 edition to obviously the date matters.
70E is not "mandatory" per se. It is voluntary. It is referenced by other standards such as NEC (NFPA 70) which gets updated on a three year cycle too but it is one year behind 70E so it won't get updated until the end of 2018 (2019 edition), so this should spread the adoption rate by other standards over a three year period. As to the regulatory/mandatory nature, OSHA uses 70E (not any particular edition) as a reference document for arc flash incidents if the company doesn't have any sort of standard, but there are competing standards that could be used
