A Panelboard <240V has category 0 & 1 requirements based on the task according to 130.7(C)(9). Once my arch flash study indicates category 0 incident energy available then ANY task requires category 0 PPE, correct? Everything from CB operation to work on energized conductors?

Close, once you do the study you need to wear PPE rated for your calculated Ei, you no longer use the HRC. You are correct about the tasks, it will all be the same as long as they are working at or beyond the estimated working distance.
