I was recently issued "new" gloves that are dated July 2010. I raised the issue of them being in an expired state and that they should have been tested again proir to them being issued. I cited NFPA70E Table 130.7(C)(6)(c) as my reference for my opinion. At the bottom of the table it states "If the insulating equipment has been electrically tested but not issued for service, it may notbe placed into service unless it had been electrically tested within the previous 12 months." I was told that they could issue them as NFPA70E 250.2(B) says they they can issue them as long as it hadn't exceeded 3 years. I noticed that it also says "Unless specified otherwise by the respective ASTM Standards." Would this be ASTM F 496? I see it referenced but I don't have access to ASTM Standards. I also saw (from another post) OSHA 1910.137 Table I-6 which appears to echo NFPA70E Table 130.7(C)(6)(c). I could sure use some help from someone here, I think I'm right, but I'm no expert. |

Irrespective of the standards, this is an OSHA regulatory requirement: OSHA 1910.137(b)(2)(xii). OSHA doesn't even mention the "3 year rule" in NFPA 70E. You can access OSHA 1910.137 which covers insulated gloves extensively right on their web site for free. [url="http://www.osha.gov"]www.osha.gov[/url] and go to "regulations". Glove testing is covered ASTM D 120-09. F 496 is for in service testing...roll tests or inflation tests. "If the insulating equipment has been electrically tested but not issued for service, it is not permitted to be placed into service unless it has been electrically tested within the previous 12 months." That section is totally misquoted. The exact quote is ""...but in no case shall the interval exceed 3 years, unless specified otherwise by the respective ASTM standards." So in other words, the paragraph is a catchall for anything that doesn't have a specific ASTM standard. Gloves do not count in that list. Answer: OSHA says 12 months. ASTM says 12 months. NFPA 70E says 12 months. Looks pretty cut and dry to me. |

Since, ChevsMark does not have a copy of the ASTM 496, the following lists the entire electrical test section for insulating gloves: 7. Electrical Test 7.1 Electrically retest gloves or sleeves issued for service. Base the interval between date of issue and retests on work practices and test experience. It shall not exceed 6 months for gloves and twelve months for sleeves. Gloves or sleeves that have been electrically tested but not issued for service shall not be placed into service unless they have been electrically tested within the previous twelve months. Bear inmind although the test period is 12 months, the electrical worker can only use the gloves for 6 months therein.... |
