Are meters considered PPE?

No. OSHA 1910.132 doesn't define PPE explicitly but implies what PPE is, namely, equipment protective one's body, personally. A meter, in this context, does not protect one's body, but semantics being what they are, some might disagree

Meters should be part of your Electrical Specific PPE Program. Meters are not any different than insulated tools in my opinion. Here is a quote from an article written by Jeffrey Sargent, focused on GFCI's being part of your PPE program (link: http://www.necplus.org/Features/Pages/PPEYouCanPlugInto.aspx?sso=0);

"Insulated tools, non-conductive ladders, rubber insulating mats, and protective temporary grounding equipment are non-garment items that also fit into the broader category of equipment that is designed and intended to protect employees against electrical hazards."

I would agree that meters are part of your PPE. I don't think you have to actually wear something for it to be considered personal protective equipment. Now getting your employer to pay for your meter per OSHA 1910.132(h)… that’s usually another story; then it becomes a tool. However, the NFPA-70E Handbook says in the notes following 110.9, "Test instruments are safety equipment and should be considered in the same category of protection as voltage-rated gloves or arc-rated face shields."

Below is a link to a really good related article about a forensic investigation for a lawsuit involving an arc flash incident and the death of an electrical contractor at a department store.

Fluke also has an article titled Think ‘Test Instruments’ when you think of personal protective equipment (PPE).
