For arc flash, do you consider a tie to be fed from both sides in the event it fails

Here is an interesting question. When modeling a main-tie-main a.k.a. double ended substation where only 2 devices are closed at the same time, would you consider an arc flash at the tie being fed from both sides in the event that the tie fails?
