I voted It Depends as sometimes we will hire people as Contractors to perform special training or audits for our clients. They are then Contract Employees at another company's facility so that company would also be a Host Employer as I guess we would also.
Then there are times when we are neither.

It depends,
while usually we are the Contractor, there are times we are both.

Thanks for the question. It got me to reread the section and ask myself "was there ever a documented meeting between the host and the contract employer". Looking back at the various editions this seems to have first appeared in 2012 and fleshed out in 2015.
