OSHA expects employers to assess Arc Flash Hazards that employees may be exposed to, and eliminate or reduce them, and then select and provide PPE (Personal Protective Equipment) for employees when working on or near energized equipment.
Sure the employer is ultimately responsible. The question is not about OSHA responsibility, but who actually performs the study for the employer in question.
