Should NFPA 70E have an exception to use less PPE if the required PPE may cause a greater hazard?

Those suggesting Arc Flash PPE for overhead line workers seem to not have observed how this work is conducted. Adding a similar exemption clause for other work could diminish the authority of 70E.
