Post subject:  OSHA Zero-Energy Lockout

Hello, how are most companies meeting the OSHA zero-energy electrical lockout when locking out equipment? I have seen it done few ways in the past...

1) All equipment that has any electrical source is verified for zero voltage by a qualified electrician on all lockouts even if no electrical is planned to be worked on. They also do all the other lockout steps such as attempt to start, mech isolation, etc.

2) Only do electrical zero-voltage testing by an electrician when they plan to touch or work near exposed electrical conductors. All other lockout steps such as attempt to start, mech isolation, etc. are performed.

Is doing 2 above, how do they identify that the equipment has been verified or not verified? What is the best procedure for doing this?
