Is the intent of OSHA for the "reasonable estimates of incident energy" to be completed by 1/1/2015 or to "commence" as of 1/1/15 and to have completed in such a time that by 4/1/15 the employer's clothing program is up and running, based on the calculations.
Is it okay if I'm still working on the estimates after 1/1/2015, or must I be completed?

I believe that the use of the term "commences" indicates that is when OSHA expects employers to have made a reasonable estimate of the IE as per 1910.269(l)(8)(ii). In other words, if an OSHA inspector shows up at your door after Jan 1, 2015, you are expected to have a reasonable estimate of IE done.

OSHA intends for it to be competed, but has delayed enforcement until August.
