Dielectric Boots

    130.7(7) says that dielectric over shoes shall be required where insulated footwear is used to protect against step and touch potential. Is there a step or touch hazard when no live work will be performed over 50 V with the exception of trouble shooting? The highest voltage in the plant is 480V.
