Single Phase VFD's

I have recently ran into quite a conundrum when thinking about safety and arc-flash. We have some pumpstations that have single phase power coming in from the utility but we are powering three phase motors from VFD's. The question is- does the three phase output from the VFD pose any risk of AF hazard? Then if it does how in the world do you model them?

I would love to hear peoples thoughts on the matter.

What kind of power level for the VFDs? Single phase 120V or 240V?
What's the connection to the utility (3 wires 120-240V)? What's your main overcurrent protective device?

I do not have any specifics. This is just hypothetical right now. I really did come across them but not for the purpose of a study. I guess assume the worst case in all of you questions. The ultimate function is to see if there are any occasions where this needs to be considered.
