      I'm sure you receive a ton of messages, and I'm quite sure they are all as confused as I am. I was at the WNY Safety Conference the past couple of days, a consultant speaking about LOTO & arc flash said a machine operator could operate an electrical disconnect without PPE as long as the door was closed. Privately, he said it was stated in an OSHA letter of interpretation. After scouring the letters I can't find what he's talking about. We are in round 2 of an arc flash analysis to take it down to the machine level. I'm not an electrician, but I have to move this program forward and can't get off of home plate.
      How can I put together a program, knowing that the company doing the analysis will err on the side of conservatism? They aren't going to put their name on anything that says "no PPE required". We have approx. 150 machine operators who do LOTO almost every day. We have no plans to uniform the plant at this time. The expense would be tremendous.
